Okay, today I finally rode my Bajaj 150 more than one or two blocks and I noticed that after about 2 miles the engine was idling really fast, well it sounded really fast. Should the old vespa's have a fast idle? The vespa sprint manual that I bought indicates it is hard to get a low idle speed; any thoughts on this.

Only set the idle when the engine is warmed up.

It's probably that old front drum brake. You should upgrade to a disc. Plus, they look cool!

Yeah let warm up for a while, ride hard for a mile or two then start to adjust the idle.
