Hold the handlebars as steady as you can. Not much point in trying to brake, because at this point, your stablity, heck, your scooter's ability to even roll- is pretty much gone.
Becuase of the proportions of a Vespa's wheels, when a rear tire goes flat, you have a floppy mess that makes it very difficult to even push.
Really, the best thing to do is buy a really good , new, tire/tube/ wheel combo (with a good sidewall) and maintain it. These guys are right in that, at speed, you have an almost impossible situation when a tire goes on these things, arguably worse than on a regular motorbike becuase a motorcycle's wheels, (with their larger Dia.)still resembles a wheel when its tire goes flat.

I had a rear blowout while riding around Lake of the Isles. It's pretty skeery.
I don't think anything will prepare you for that! I wear gear. I expect to crash and expect the gear to save my sorry ass. End of story.
Rochelle and I were driving down on Lake Shore Drive in Chicago during last year's Slaughterhouse Rally on my Bajaj when the rear tire blew. I managed to keep the bike upright to curbside. I was shaking like a leaf when I changed the tire. We were fortunate that there were riders behind us who acted as wing-men and fended off traffic until we got to the side of the road. Amazingly, the spare was flat but some guy had a pump with him - go figure. It was, by far, the scariest fucking thirty seconds I ever spent on a scooter. What was really amazing was the cheer from all the other scooterists hanging out at the big gold-gilded statue when we showed up fifteen minutes later. I was totally gun-shy on the run back up LSD to Scooterworks. I bought a new rim and three new tires and mounted them, then and there. It turns out that there was dry-rot in the wall of the white-wall that abraided the tube. I hadn't changed the tires since I first got them five or six years ago.
