So the throttle on my VNB, as a lot of the vintage folks know, doesn't automatically snap back. I rode today, and the it has become actually difficult to manually close the throttle. It opens just fine, so before I start taking things apart, does anyone have any ideas?

Rusty cable. Replace the outer and inner before it gives you any more trouble. You could do just the inner first with a lot of lube, but I would bet that the outer has failed too.
