Woman charged with TP theft declared incompetent to stand trial

MARSHALLTOWN, Iowa (AP) A woman charged with stealing toilet paper from the county courthouse has been declared incompetent to stand trial.

Suzanne Butts, 38, was arrested in June after a courthouse employee saw her taking three rolls of toilet paper from a supply closet.

Judge Kim Riley issued her ruling after Butts was evaluated by a psychiatrist.

``His report indicates that (Butts) cannot be restored to competency in a reasonable amount of time, due to functioning in the mild mental retardation range of intellectual functioning,'' Riley wrote in her ruling.

The judge said Butts could still face charges if her mental condition improves.

Butts could have faced up to two years in prison for the toilet paper theft.

Police have said they didn't know why Butts was at the courthouse but that she did not work there.

So sad. This lady's husband Seymore is famous. He, of course, wrote "Under the Bleachers", a schoolyard classic.

He came from the same inspired writers group that produced the classic, "Yellow River"....
