Okay so stupid question of the day: are scooters under the letter of the law required to have turn signals? Can you get by with hand signals? I know a mirror is required but I can't remember on the signals. Oh and also does the answer change if your scoot is collector?
And on a related note: anyone been through the process to title a foreign scooter? Will I be on the rooftop with the sniper rifle before it's over or is it really not that bad?

If they have blinkers then they need them. One mirror. Don't use the International Title service, MN doesn't recognize this as valid, just a waste of money. The whole procedure is on the DMV website. Basically photos of all 4 sides, engine and vin number and a statement of fact with all you know about the bike. Bill of sale and anything else to validate that the scooter isn't stolen will help. If it is fresh from oversees a certificate of importation would help if it has the vin number or a discription. Even with all of that you will probably have to get it bonded for 3 years. But they give you a plate right away so you can drive and insure it. The process is pretty simple.

There are a lot of roundabouts on the U campus; but thanks to the idiocy that is Minnesotans and the U in general, they've put stop signs at random places around them and treat them as a series of bizarre, unnatural intersections. It's really bad. The thing with roundabouts is, if you ever put any kind of traffic sign in one, it's all over.
