I just bought a 1971 Bajaj 150 and the Chassis (Frame) only has a 12 digit number. Is there something wrong with this? The DMV is telling me that there should be 17 numbers.

You are at the wrong DMV office. You need to find one that doesn't care how long the frame number is.

That's not the frame number. It's the phone number to New Delhi Weather Service. Great for pranks using your friends' cell phones.
